On September 15, 2026, Vice President Han Zheng attended the welcome banquet of the 13th Beijing Xiangshan Forum and delivered a speech.

Han Zheng said that profound changes unseen in a century are accelerating, and the international situation is intertwined with changes and turbulence. In the face of changes in the world, in our times and in history, President Xi Jinping has put forward the vision of building a community with a shared future for humanity and the four major global initiatives, charting the course for addressing the common challenges facing humanity. Although the world today faces complex challenges, the trend of peace, development, cooperation and win-win outcomes is unstoppable, the general trend toward world multipolarity and economic globalization is irreversible, and the people of all countries have a more urgent desire to achieve development and security and a stronger call for international fairness and justice.

Han Zheng put forward four proposals. First, uphold the purposes and principles of the United Nations Charter, adhere to sovereign equality, oppose interference in internal affairs, and oppose the willful use or threat of force, so as to prevent the world from reverting to the law of the jungle where the strong prey on the weak.

Second, uphold true multilateralism, respect the development paths and social systems independently chosen by the people of all countries, respect the legitimate security concerns of all countries, and build a more inclusive, equitable and sustainable global governance model.

Third, resolve differences and disputes through dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, enhance mutual trust, resolve disputes and promote security through dialogue, and prevent the escalation and spread of conflicts.

Fourth, uphold a people-centered approach and ensure that science and technology are used for good. In the face of the vigorous development of emerging technologies, it is necessary to accelerate the improvement of governance rules in emerging domains such as artificial intelligence, cyberspace and outer space, strengthen openness and cooperation, and serve the cause of global peace and development.

Han Zheng pointed out that as a responsible major country and the largest developing country, China has always placed its own development in the bigger context of human development and made due contributions to world peace, stability, development and prosperity through Chinese modernization.

China has always been a force for peace. It has actively explored the right way for major countries to get along in the new era, supported the advancement of the international cause of peace with concrete actions, and taken the lead in serving as a stabilizer for world peace.

China has always been a force for justice. It has firmly defended the victories of World War II and the post-war international order, opposed all attempts and acts to revive militarism and undermine regional security and stability, and promoted the development of the global governance system in a more just and equitable direction.

China has always been a force for progress. It has persisted in sharing opportunities with the world and achieving win-win results through open development, worked with others to advance an equal and orderly multipolar world and universally beneficial and inclusive economic globalization, and promoted exchanges and mutual learning among civilizations.

Han Zheng said that since its inception 20 years ago, the Beijing Xiangshan Forum has always upheld the ideas of “Equality, Openness, Inclusiveness, Mutual Learning” and played an important role in building consensus on security, promoting defense cooperation, and safeguarding regional peace and stability. The theme of this year's forum, "Build Consensus on Stability, Advance Security Governance Together," is of great practical significance. It is hoped that the guests attending the forum will have in-depth exchanges and make new contributions to promoting international security cooperation and safeguarding world peace and stability.

Vice Chairman of the Central Military Commission Zhang Shengmin and Defense Minister Dong Jun attended the welcome banquet.

Official representatives from nearly 100 countries, regions and international organizations attending the forum also attended the banquet.
